For the implementation of EBRD-financed projects in both the public and private sector, EBRD clients may need to procure goods, works, services as well as consultancy services.

The EBRD’s Procurement Policies and Rules (PPR) set out the principles and rules governing the procurement of goods, works, services as well as consultancy services contracted by EBRD clients in projects financed by the EBRD both in the public and private sector. The policy also applies to contracts financed with donor funds administered by the EBRD.

Procurement Policy and Advisory Department

The Procurement Policy and Advisory Department (PPAD) is the custodian of the PPR. It provides advice and quality assurance for the project procurement processes and contract management. PPAD carries out procurement policy dialogue with the authorities in EBRD Countries and Economies of Operations to promote procurement as an efficient transition and sustainable development tool. It runs numerous institutional capacity development programs in cooperation with other institutions.

Corporate Procurement

The procurement of good, works, services and consultancy services contracted by the EBRD are governed by the EBRD’s Corporate Procurement Policy. The EBRD’s Procurement Operations & Delivery Department (PODD) is responsible for Bank-led procurements.

Business Opportunities

EBRD-financed projects generate many tendering opportunities for goods, works, services as well as consultant services. Given the focus of EBRD operations in the public sector, Bank’s clients place about 300 contracts per year worth about EUR 3 billion.

The Bank welcomes individuals and companies from all countries of the world to take part in its projects as suppliers, contractors, service providers or consultants.

Most of these opportunities are posted in the EBRD Client E-Procurement Portal (ECEPP). Selective opportunities are posted on the Procurement Notices page.

EBRD E-Procurement Portal: ECEPP

ECEPP is the main e-procurement platform, which EBRD provides for free use by its clients and market players, to conduct procurement processes under EBRD public sector projects.

Suppliers, contractors, service providers and consultants wishing to access and take part in procurement under EBRD financed projects must first register in ECEPP.

For suppliers, contractors and consultants interested in participating in EBRD-financed contracts, the EBRD prepared a short introductory video explaining the benefits of registering and using EBRD’s e-procurement platform ECEPP.

Procurement Policies and Guidelines

The EBRD's Procurement Policies and Rules (PPR) are based on the fundamental principles of non-discrimination, fairness and transparency. They are designed to promote efficiency and effectiveness and to minimise risk in the implementation of the Bank's lending and investment operations.

The 2022 version of the PPR was approved by the EBRD Board of Directors on 4 May 2022. The policy is effective for projects that passed the Concept Clearance stage at the Bank’s Operational Committee (or delegated authority) after 15 May 2022 as well as for projects where there is a written agreement between the client and the Bank to apply this new version of the policy. For grant funded consultancy where the Bank’s client is the contracting party the new policy will apply to all selection processes that are initiated after 15 May 2022.

With the adoption of the PPR 2022, two other EBRD procurement-related policies, the Concessions Policy and the Retroactive Financing Policy have been decommissioned with the relevant policy provisions being merged into the PPR 2022. Please note that the previous editions of the procurement-related policies may apply to ongoing EBRD-financed projects.

Directive and Guidelines

The Bank has adopted a Directive and several Guidances to further operationalise the PPR.

The Procurement Reviews and Complaints Directive regulates the review of Procurement Reviews and Complaints received from Participants in procurement processes governed by the PPR.

With the decommissioning of the Concessions Policy, most of the remaining relevant information that was not merged into the PPR 2022 has been transferred to the Financing of Concessions Guidance, which includes the updated “Stakeholder Due Diligence Questionnaire” and the “Assessment of Core Criteria Compliance” to completed during the due diligence phase.

Clients who are considering conducting procurement under their national laws pursuant to the PPR 2022 in respect of public sector operations financed by the Bank, can consult the Guidance Procurement under National Laws for further information.

As set out in Section III, Article 2.5 PPR, the Bank’s concerns for value for money through efficient, effective, and economic use of resources covers an entire project even if Bank funds are only applied to a portion of such project. The Bank has adopted the Guidance on Value for Money in Public Procurement for Clients as well as other external stakeholders in relation to the Value for Money concept and its application in Public Sector Operations of the Bank. The Bank welcomes comments and feedback on the Guidance from Clients and other external stakeholders.
