Project Description

The importance of agriculture in Serbia is reflected by the fact that the share of agriculture in GDP averages 6.5%, while in the EU it is around 1.5%. About 19.4% of the total number of employees worked in agriculture in the third quarter of 2020. The government allocated over 36.7 billion RSD (311 million EUR) for incentives in agriculture and rural development in 2020.

Considering that e-government is one of the key priorities of the Government of the Republic of Serbia and significant potential of 'smart' agriculture, the Government of Serbia and the Ministry of Agriculture, Forestry and Water Management has initiated the e-Agrar reform with the aim to: a) establish the online Registry of Agricultural Households, and b) make processing of subsidy requests submitted by agricultural holdings more efficient. The reform will result in establishing comprehensive and up to date register of agricultural holdings, enable easier access to funding and ensure transparency of the data and processes. The new system will enable efficient usage of data and automation of the processing of agricultural subsidies’ requests currently done manually.

The technical assistance will focus on the e-Agrar implementation, including the project management and coordination with stakeholders, regulatory changes, new institutional capacity building and management system development. The capacities of the Ministry required for adequate project implementation and change management remain limited - both in terms of numbers and expertise.

The objectives of the technical assistance:

Adjusting regulatory framework to enable full implementation of the e-Agrar;
Coordinated development and implementation of e-Agrar to include all stakeholders (line ministry, government, institutions whose databases needs to connect with e-Agrar, regional units, farmers);
Building institutional capacity to ensure efficient usage of e-Agrar and providing services to farmers in a professional way;
Increasing usage of the e-Agrar through training end-users and raising awareness on e-Agrar benefits.

The beneficiary of the TA is the Department for Agricultural/Agrarian Payments of the MoA.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
