Project Description

The Government of Ukraine is developing a master plan on implementation of energy efficiency measures in housing and communal services that intends to increase energy efficiency in public sector buildings. Ukraine has significant potential for improving the energy efficiency of public buildings and other public assets. Investments into energy modernization can significantly reduce energy bills paid by public entities, thus reducing the public sector deficit, and can also improve comfort and quality of public sector assets.

With reference to the master plan, the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine (MinRegion), and the Ministry of Social Policy intend to promote the use of energy service companies (ESCOs) and the concept of energy performance contracting (EnPC). This objective of improved efficiency in the public sector by means of ESCO/EnPC projects is further supported by Ukraine being a member of the Energy Community Treaty and the view of Ukraine implementing the EU energy saving standards.

To enable an effective forum for assessing and managing the needed regulatory reforms for EnPCs the Government of Ukraine has established an interagency working group consisting of representatives of MinRegion, Ministry of Social Policy, the State Agency for Energy Efficiency, and Coordination Centre for Economic Reforms under the President of Ukraine (the “Working Group”). To support the Working Group the EBRD participates in its activities and engaged a consultant. The EBRD is working with MinRegion on improving the regulatory framework for ESCOs in Ukraine, in order for the public sector to be able to procure energy efficiency works and services according the principles of an EnPC approach.

The Project is consistent with the Bank’s Sustainable Resource Initiative (“SRI”), approved by the Board on the 16th April 2013 (BDS13-52F), aimed at promoting the sustainable use of energy, materials and water resources.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
