Project Description

In January 2020, the Ukrainian financial sector regulators approved the Strategy of Ukrainian Financial Sector Development until 2025 (the “Strategy”) defining the financial sector reform (FSR) priorities. A set of deadlines to achieve the relevant objectives were included in the Roadmap for the implementation of the Strategy. The NBU actively pursued this Strategy, launching over 30 projects across five key areas: financial stability, macroeconomic development, financial inclusion, financial markets development, and innovation development. However, Russia's full-scale invasion in 2022 presented new and significant challenges for Ukraine's financial sector. The NBU capacities were and continue to be overstretched and focused on maintaining macroeconomic stability and preserving financial sector soundness as much as possible under the current circumstances. In response to these new realities, the Strategy was revised and updated in August 2023. This revision necessitates capacity building within the NBU to effectively implement the updated reform projects. The current situation, with limited human resources possessing proper project management expertise, makes this task particularly demanding.

Building on the successful implementation of the previous project (Phase 1: 2021-2023), as per the NBU request, EBRD is providing technical assistance in support of the reform and development of Ukraine's financial system during wartime, in particular by financing the creation of a new follow-up Financial Sector Reform Project Management Office (FSR PMO).

Technical cooperation will be provided to support the FSR PMO's work across the financial sector. This will include implementing robust project management approaches across all projects and at all stages, ensuring better project delivery and coordinated deliverables. Expertise in project management will be provided, as well as coordination of efforts among different stakeholders.

The project is supported by EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account. The contributors are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
