Project Description

The European Bank for Reconstruction and Development (EBRD) has been active in assisting to address barriers to energy efficiency in the Western Balkans since 2009. In 2013, with the support of the European Union (EU) and in partnership with the Energy Community Secretariat (ECS), the EBRD established the Regional Energy Efficiency Programme (REEP) for the Western Balkans. This programme was designed in close cooperation with the Energy Community Contracting Parties (through the Energy Efficiency Coordination Group (EECG)) and with other international financial institutions (IFIs), and it has been replenished by the EU in 2017 and 2019. Currently, REEP covers Albania, Bosnia and Herzegovina, North Macedonia, Kosovo, Montenegro and Serbia.

REEP plus combines policy support, technical assistance, and medium- to long-term financing and targeted investment incentives. The Policy Dialogue support is provided in six key areas:

i. NEEAP and NECP preparation support and implementation;

ii. Assistance with development of primary and secondary legislation governing energy efficiency;

iii. Policies to support investments in residential energy efficiency, including through sustainable heating and cooling;

iv. Energy efficiency obligation schemes;

v. Institutional capacity building;

vi. Compliance and enforcement.

The objective of the extension of the REEP plus Policy Dialogue is to support legislators and investors to eliminate market barriers to energy efficiency, and accelerate the take up of energy services.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
