Project description
and objectives:

The EBRD is considering providing up to EUR 50 million to FYR Macedonia’s Fund for National and Regional Roads (“FNRR”), to finance a programme of maintenance and rehabilitation of regional and local roads in the various parts of the country, covering about 1,000 km. These roads provide access to the main corridors and to the core network of main roadswhich will facilitate regional development and economic growth. The project is part of the Macedonian government’s Programme for Local and Regional Roads . The proposed EBRD financing will be provided in parallel with the World Bank (‘WB’),

Transition impact:

The project includes a programme of institutional strengthening of the FNRR and restructuring of Makedonijapat the public road maintenance company as well as providing support in the development of a proposed new Roads Law. The project will also have a positive impact on the overall economic development of the FYR Macedonia and facilitate regional integration by providing effective access to the strategic road network.

The client:

The Fund for National and Regional Roads (“FNRR”), is an independent state-owned company responsible for the operation and maintenance of the main road network in FYROM .The Executing Agency will be FNRR.

EBRD finance:

EUR 50 million senior loan to the Government of the FYROM.

Total project cost:

Up to EUR130 million.

Environmental impact:

The project will consist mainly of road rehabilitation and potential environmental impacts will be temporary and will cause only minor and localised negative effects (dust, noise, sourcing and disposal of materials, etc.), which can be mitigated through well-established proper management methods.

Since the project components are not yet defined at this stage, the project will require a framework agreement with the Client who will need to commit to comply with the EBRD's Environmental Policy requirements in developing and appraising project components, which will need to be screened and assessed as details become available. The overall screening category for the Regional and Local Road Programme is C/1 at this stage with the provisions that there may be "A" and “B” category sub-projects and these will need to be appraised accordingly. It is anticipated that most, if not all, project components will be in a "B" category.

Technical
cooperation:

The following non-reimbursable TC is proposed:

  • Assistance with the restructuring of the FNRR and Makedonijapat (EUR 1.5 million).
  • Assistance to the Project Implementation Unit (‘PIU’) in the tendering and implementation of this project. (EUR 1 million).
  • Technical Audit of FNRR civil work’s programme.
  • Lender’s Monitor.
