This Invitation for Tenders follows the General Procurement Notice for this project which was first published in Procurement Opportunities, 31 May 2007 and updated 3 June 2008.
Municipality of Bijeljina and their utility company Vodovod i Kanalizacija, hereinafter referred to as “the Employer”, jointly intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Bijeljina Waste Water Collection System Project.
The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:
Construction of secondary and tertiary foul sewers and reconstruction of surface water drains and potable water network, Phase 2 Tender1/GSFK4.
The Works is divided in 7 Sections to each be taken over separately by the Employer at completion.
All permits and approvals are obtained and paid by the Employer, except for the ones connected to the start and execution of the Works, typically to be obtained by the Contractor. The licenses, permits, certifications and notifications required are specified in the Particular Conditions and described in the Specification.
The works are expected to be completed in March 2009.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, Tenderers must satisfy the following minimum criteria:
a) Qualified Tenderer shall have successfully completed installation of at least 3 km of polyethylene pipelines for waste water with a diameter of 250 mm or more under similar to the Site climatic and soil conditions during each of previous three years;
b) The contractors local representative proposed by the Tenderer shall have at least 5 years of extensive experience on site from pipe laying projects, including at least three years experience with polyethylene pipes of diameters 250 mm or more;
c) The manufacturer of polyethylene pipes proposed for the Contract has a valid ISO management certificate;
d) The average of the annual turnovers for the past 3 years shall be at least EUR 2 million or equivalent;
e) The Financial results over the last 3 years shall be positive. (this criteria is applicable for sole Tenderers, all members/partners of any Joint Venture/Consortium (JVC) and all sub-contractors);
f) The Tenderer is not bankrupt or under bankruptcy procedures according to national legislation and regulation.
Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of 500 BAM or equivalent in EUR, distribution by courier is included, if requested, but no liability can be accepted for loss or late delivery. The payment is to be deposited at the Employer’s bank account before the submission of tender documents, verified by a receipt of payment:

All Tenders must be accompanied by a Tender Security of €40,000.00 (forty thousand) or its equivalent in a convertible currency.
Tenders must be delivered to the office at the address below on or before 13:00 Sarajevo time on the 21 August 2008, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
