Procurement and Supervision of Civil Works for

Aktobe-Martuk-Russian border Road Section and Support Services

This notice follows the General Procurement Notice (GPN) for this project published on the Bank's website on 18 April 2008.

The Government of the Republic of Kazakhstan via the Ministry of Transport and Communications of the Republic of Kazakhstan (“the Ministry”) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (“the Bank”) to engage consultants to procure and supervise works for reconstruction of the road between Aktobe - Martuk - border of the Russian Federation (located in the Aktubinsk oblast).

The Ministry’s Road Committee (“the Committee”) invites expressions of interest from suitably qualified firms who are interested in providing the services and carrying out the duties of ‘the Engineer’ in accordance with the contract for civil works which will be based upon the FIDIC Conditions of Contract for Works of Civil Engineering Construction (first edition 1999).

The main objective of this assignment will be to:

  • review the engineering designs and tender documents; discuss any concerns or potential problems with the Committee; and introduce any agreed changes into the documentation, as may be necessary;
  • assist the Committee with selecting and contracting a civil works contractor following the EBRD Procurement Policies and Rules. In principle, this will include prequalification, tendering, tender evaluation and contract finalisation, though in practice some of these stages may have been completed prior to the start of the assignment;
  • supervise the works;
  • provide on-the-job training in contract supervision and management; and
  • assist the staff of the Committee with general project implementation.

The assignment is expected to start in early 2009 and last about three years. Consulting firms from any country are eligible for shortlisting and selection and interested firms are hereby invited to submit expressions of interest. The proceeds of the Bank’s Loan will not be used for the purpose of any payment to person or entities, or for any import of goods, if such payment is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

  • company profile, organisation and staffing;
  • details of relevant experience of similar assignments undertaken in the last five years (the information submitted shall include for each project, as a minimum, the following: project title; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; location; start and completion dates; value; name of the Client; funding source; objectives and brief narrative description of the project, functions and tasks carried out; and written references where possible);
  • CVs of key staff who could be available to work on the assignment

The information shall specifically identify the firm’s expertise in the following areas, which are considered to be equally important for the assignment:

  • Supervision of road construction and related/similar works.
  • Design of highways, and knowledge of technical standards for roads in Kazakhstan;
  • Procurement of works in accordance with EBRD or similar procurement rules.

If a firm considers it does not possess all the required expertise for the assignment, it may consider forming a joint venture partnership with other firms. In such cases the Expression of Interest should provide the aforementioned details for each partner and an indication which firm is the lead partner.

A shortlist of qualified firms will be based on the response to this invitation, after which shortlisted firms will be invited to prepare their proposals.

The above information should not exceed 20 pages, excluding CVs. Consultants may if they wish include further supplementary information in annexes to their document, but please be advised that conciseness will be valued when evaluating the Expressions of Interest.

Three copies of the above information in English and Russian should be submitted to the address below in an envelope marked "Aktobe-Martuk-Russian border road section: Expressions of Interest for Supervision of Works and Support Services", for delivery not later than 16.00 local time on 30 July 2008.
